USMLE ELIMINATION OF THE 60-DAY WAITING PERIOD TO RETAKE A FAILED STEP OR STEP COMPONENT

 Current USMLE policy states that if you fail or do not complete a Step or Step Component and wish to retake it, you may do so no sooner than 60 days after your previous test date.

 At its recent meeting, the USMLE Composite Committee reviewed this policy and determined that the 60-day waiting period would be discontinued. Therefore, effective May 1, 2007, the 60-day waiting period between attempts at the same USMLE Step or Step Component will be eliminated.

ECFMG CHANGE TO ELIGIBILITY PERIOD ASSIGNMENT FOR USMLE STEP 1 AND STEP 2 CK

Currently, ECFMG must receive your complete application at least one month in advance of the eligibility period you select. If your application is not received by this deadline, you are assigned the next eligibility period.

 Effective May 1, 2007, your application does not need to be received in advance of an eligibility period to obtain that eligibility period. To select and obtain an eligibility period:

 - ECFMG must receive your complete application by the 24th day of that eligibility period, AND

 - your application must be processed by ECFMG by the 25th day of that eligibility period.

 EXAMPLE:  On May 10, an applicant submits a Step 1 application, selecting the May-June-July eligibility period. Her application is complete and is processed by ECFMG on May 23. She is assigned the May-June-July eligibility period that she selected on her application.

AN ANNOUNCEMENT REGARDING FRAUDULENT LETTERS OF RECOMMENDATION

International medical students/graduates, including Fifth Pathway
participants, who participate in the Electronic Residency Application
Service (ERAS(r)) are reminded that the submission of fraudulent letters
of recommendation to ECFMG constitutes irregular behavior, as defined by
ECFMG.

Allegations of irregular behavior are reviewed by the ECFMG Medical
Education Credentials Committee, a standing committee of the ECFMG Board
of Trustees.  If the Committee determines an individual has engaged in
irregular behavior:

- a permanent annotation will be included in his or her ECFMG Status
Reports and Certification Verification Service (CVS) Reports;

- additional information explaining the basis for the finding of
irregular behavior and the resulting action will accompany every ECFMG
Status Report and CVS Report and may also be provided to legitimately
interested entities; and

- the decision will be reported to the Federation of State Medical
Boards Board Action Data Bank, state medical licensing authorities,
directors of graduate medical education programs, and to any other
organization or individual who, in the judgment of ECFMG, has a
legitimate interest in such information.

Furthermore, ECFMG may:

- bar an individual from exams; and

- withhold or revoke a Standard ECFMG Certificate.

In recent years, the ECFMG Medical Education Credentials Committee has
made a determination of irregular behavior in 12 cases based upon the
submission of either altered or wholly fabricated letters of
recommendation. In 11 of these cases, the applicant's Standard ECFMG
Certificate was revoked. Since these individuals are no longer certified
by ECFMG, they are not eligible to participate in an accredited
residency program in the United States and are not eligible to take
USMLE Step 3.

In an effort to address the issue of fraudulent letters of
recommendation and align the ECFMG ERAS document policies with those
established for U.S. medical graduates, ECFMG requires all international
medical students and graduates participating in ERAS to submit original
letters of recommendation. These letters must be written on official
institutional letterhead and manually signed by the letter writer in an
ink color other than black. For enhanced authentication, applicants are
advised to request the letter writer to affix an institutional seal to
the letter of recommendation.

ECFMG makes a visual inspection of the letters when they are received to
determine if they are originals or copies. If ECFMG determines that a
letter of recommendation is a copy, the document will be stamped to
indicate that it is a copy before it is made available to program
directors. Refer to the letter of recommendation requirements on the
ECFMG ERAS website for more information on this policy.

Directors of residency and fellowship programs are responsible for
verifying the authenticity of letters of recommendation. In most of the
recent cases reviewed by the ECFMG Medical Education Credentials
Committee, the fraudulent letters of recommendation were detected by
program directors attempting to verify the letters' authenticity.

CHANGE FROM PAPER TO ELECTRONIC SCORE REPORTS

ECFMG, in conjunction with the National Board of Medical Examiners(r)
and the Federation of State Medical Boards, is pleased to announce a
significant enhancement to the process of reporting the results of
United States Medical Licensing Examination(tm) (USMLE(tm)) Step 1, Step
2 Clinical Knowledge (CK), Step 2 Clinical Skills (CS) and Step 3.
Currently, examinees receive the results of these exams as paper
documents sent to them via postal mail. Beginning in August 2007, USMLE
examinees will obtain their score reports by logging into OASIS,
available on the ECFMG website. This means that examinees will be able
to view, download, and print exam results as soon as they are available
in OASIS.

Paper USMLE score reports will be phased out during August 2007. During
August some examinees will receive paper score reports and some will
receive electronic score reports. If you are scheduled to receive an
electronic score report, ECFMG will send a notification to the e-mail
address in your ECFMG record when your score is available on-line.
Instructions for viewing, downloading, and printing the score report
will be available in OASIS. If you are scheduled to receive a paper
score report, you will not be provided with the electronic score option.

Electronic results will be available in OASIS for approximately 120
days. After this time, examination results will be made available only
in the form of an official paper USMLE transcript.

Step 2 CK

The Step 2 Committee decided to raise the three-digit score recommended to pass Step 2 CK from 182 to 184. The new minimum passing score will be applied to Step 2 CK examinations for which the first day of testing is on or after July 1, 2007.

Step 2 CS

The Step 2 Committee decided to increase the performance levels required to receive a passing outcome on two of the three Step 2 CS subcomponents: Communication and Interpersonal Skills (CIS) and Spoken English Proficiency (SEP).   There will be no change to minimum passing requirements for the Integrated Clinical Encounter (ICE) subcomponent of Step 2 CS.  If these increases in the performance levels required to pass were applied to a recent group of first-time examinees, the overall passing rate for examinees from US schools would have decreased less than one percent and the overall passing rate for examinees from international medical schools would have decreased approximately eight percent.  The new passing requirements will be applied to Step 2 CS examinations for which the first day of testing is on or after July 15, 2007.

2008 INFORMATION BOOKLET / APPLICATION MATERIALS ARE AVAILABLE

The ECFMG(r) 2008 Information Booklet and exam application materials are
now available. To access the ECFMG 2008 Information Booklet, visit the
ECFMG website at www.ecfmg.org. To apply for examination, use ECFMG's
Interactive Web Application (IWA), available from the ECFMG website.

For Step 1/Step 2 CK, you can use the 2008 materials to apply for:

- available Step 1/Step 2 CK eligibility periods ending in 2007
(September 2007 - November 2007 and October 2007 - December 2007) and

- all Step 1/Step 2 CK eligibility periods ending in 2008, beginning
with the November 2007 - January 2008 eligibility period.

For Step 2 CS, you can use the 2008 application to obtain a 12-month
eligibility period that begins on the date that the processing of your
application is completed.

Individuals who apply for examination are required to read the USMLE
Bulletin of Information, in addition to the ECFMG Information Booklet.
The USMLE(tm) 2008 Bulletin of Information is available on the USMLE
website at www.usmle.org.
